Following years of speculation over where Illinois' next casino will be constructed, the serious contenders have to place their cards on the table Monday in formal bids for the state's long-dormant 10th casino license.

An arrangement years in the making has offered state gambling regulators control over the bidding process and latitude in choosing who gets to purchase the license currently held by bankrupt Emerald Casino Inc.
