The state Gambling Commission has not yet examined the contract for the Stillaguamish Tribe's new $19 million loan for a casino.

If those questions continue to go on unresolved after planned construction commences in about two months, it could start a regulatory dilemma. The casino could theoretically be constructed based on the tribe's word, but no real proof.
