For a state that abolishes gambling in its constitution, New York has come a long way in a short time.

Merely four years ago, New York had two Indian-run casinos and no intentions for any more. Horse racing tracks featured horses, not video slots. There were no instant lottery games. And politicians deeply contemplated killing Quick Draw, the television-monitor numbers game in restaurants and bars.
