A grass-roots protester with a wide following, but no serious financial endorsers has filed the third gambling initiative aiming for the November ballot, and there may be at least one more.

Attorneys for the tribe and real estate mogul Donald Trump, who has a management deal for the casino, declined to return telephone calls within the last two days.

For the longest time, there has not been much taking place at Saratoga Raceway, the track a few blocks down Nelson Avenue from where the thoroughbreds compete to acclaim and fanfare at the place the residents label the flat track.

The change in terms lets the machines fit into a legal loophole that permits lottery games in the state but not traditional kinds of casino gambling — except those found at Indian casinos.
