With a dollar and a whirr of images, New York state's huge gamble on video lottery terminals started Wednesday in a maze of flashing lights in a room larger than a football field in Saratoga Springs.
He argues the state constitution stops slot machines and VLTs, which he says are thinly masked one-armed bandits. The constitution also abolishes casino gambling except in some forms to fund education, but the VLTs also are a boon to the dying racing industry and are of questionable value to education, Murray explained.
