Some charities and churches that police said used a Wayne County group to operate benefit casino nights. State law permits operators of benefit gambling events to charge only for the rental of equipment and prevents dealers from being paid for their work. Moneypenny's group charged rental fees of up to $2,000, investigators stated. Those fees would have entitled the group to $280,000 for the 140 events it put on over two years.
