The road to a new casino in Illinois has zigged and zagged so much since Emerald's plans in Rosemont ran into a shadowy ditch it was no shock last week when a potential new fork along the way attained headlines.

Under terms of the plan, Penn National Gaming, owner of Aurora's Hollywood Casino, would pay $506 million for the license, sell it back to the state for $1, with the terms for a 20 percent private interest for women and minorities, and enter into an agreement to control the casino.

Casino competition an undetailed concept - 2004-02-02
If everything works in favor of Harrah's Entertainment in the next few years, the Las Vegas-based gaming giant will possess three riverboat casinos in Illinois and four in the Chicago area.

But Harrah's and the other companies proposing for the state's last gaming license must coerce the Illinois Gaming Board their intentions for a casino won't create "undue economic concentration" here.
