Maine commission requires lawyer after awarding Penn National license - 2004-02-21
The Maine Harness Racing Commission has been forced to seek external legal counsel in its defense against several groups opposing the panel's move to award a conditional permit on Tuesday to Penn National Gaming Inc. to run Bangor Raceway harness track.

The state attorney general’s office declined on Thursday to represent the commission, which was criticized after it approved the license without holding a public hearing or granting two Native American tribes and two antigambling groups the right to interrupt the proceedings, contrary to the advice of the attorney general’s office, the Associated Press reports.

Casino bill in order, but immobile - 2004-02-21
The Legislature declined a proposed amendment to write into the state constitution language requiring constituent approval for location of a casino in their county. The proposal, authored by Sen. Adrian Smith of Gering, was rejected on a 20-18 count.

After an hour and a half of debate on the expanded gambling measure, senators went ahead with other legislative business, leaving the casino plan intact but immobile for now.
