Voters may be requested to alter the constitution - 2004-02-23
"Shall the Minnesota Constitution be amended to...?"
Abolish gay marriage? Monitor state spending? Permit the death penalty? Create a new casino?
To be included in the state's constitution, first the amendment has to get through the legislative process and win approval from a majority of legislators in the House and Senate. Then it has to be authorized by a majority of those voting on Election Day.
