Memphis casinos would be a bad gamble for state - 2004-02-27
Tennessee shouldn't wager on any other sort of gambling until it can make the new state lottery a certain thing. And even then, the concept of casino gambling anywhere in Tennessee requires serious scrutiny.

Some Memphis legislators are urging a constitutional alteration that would let the city have casino gambling. Like the lottery, the whole state would have to vote on a modification to the constitution to permit casinos in Memphis after the legislature authorized the measure on three votes.
