A state-owned casino could expand profits - 2004-02-09
Eight years ago State Sen. George Shadid advised that if a casino was to launch in Chicago, the state should own it and reap the profits. Shadid argued that Illinois would expand its revenue by owning a gambling house, as opposed to awarding an operating license to a private company.

But now the concept of a state-owned casino is getting new life, thanks to a proposal on the state's tenth license. The owners of the Hollywood Casino in Aurora want to purchase the license for $506 million, establish a casino in suburban Rosemont, and then resell back to the state for a buck.
