The state must pass a bill comparable to the one in the Mississippi, which permits the state to obtain revenue from casino gambling.

Alabama requires a state gaming commission that insures the gamblers are treated justly and also authorizes or denies licenses for casinos, which are granted on a bid process. The bid alone for the right to put in a casino should generate multi-bucks.
